Abstract

Presentation of a study exploring why similar regions within countries pursue different commitment strategies towards growing their life science industries, especially in the face of a global shock such as the 2008 financial crisis. The roles of social learning and iterative bargaining become central, as well as a governance mechanism, the knowledge-oriented strategy team. Using the comparative case study method, the research design compares the industrialized, federalist country of Canada and its provinces in order to generate a national composite of regional differences.

Biography

Diane Alleva Cáceres is the Council on Foreign Relations International Affairs Fellow in Canada based at the Institute for Research in Public Policy. She is a practitioner-scholar, having obtained her Ph.D. in International Affairs, Science and Technology from the Georgia Institute of Technology (Georgia Tech) after 20 years of working in the field of international trade, investment and enterprise growth. Her interests include how industrial growth is impacted by technological innovation, learning mechanisms, clusters, networks and cross-border innovation ecosystems.
